Officers made an arrest within 15 minutes of being called to the scene.
Police officers and representatives from a wide range of organisations are back on the road visiting schools around the county to keep students safe.
Police were called to Radnor Park West after the suspicious item was found on Wednesday 18 September.
Two men have been fined a combined £1,600 after a Rural Task Force investigation showed they had illegally interfered with a badger sett in Romney Marsh.
The charges follow warrants carried out in Dover, Deal, Ramsgate, Chartham and Dymchurch.
