PSE Endacott presented the annual strategic assessment, focusing on crime trends, intelligence gaps, and the proposal for the new Control Strategy. Chief Officers discussed the Control Strategy in detail and agreed to refine it into a more focused and actionable format, with a draft to be circulated for feedback and finalisation within two weeks. The aim is to ensure clarity for front-line staff and alignment with strategic intelligence requirements.
New action 07/26:
PSE Endacott to refine the proposed Control Strategy and strategic intelligence requirement based on meeting feedback and circulate a draft for review by 5 May.
PSE Neiles provided an overview of the Force Management Statement for 2026, detailing the risk assessment process, key risk areas, and the integration of FMS findings with strategic planning. The chief constable sought to review selected risk ratings before publication.
New action 08/26:
Arrange a meeting between CC Smith, DCC Ayling and PSE Neiles to review and finalise the Force Management Statement content before publication.
PSE Neiles summarised the outcomes of the recent PEEL inspection, highlighting Kent Police's strong performance, improvements since the last cycle, and the ongoing governance and monitoring arrangements.
It was noted that there would continue to be periodic updates on progress against the PEEL Improvement Plan to COMB, with detailed governance led by DCC Ayling through the FIDB.
