PSE Humphreys presented the report to Chief Officers to note. The following area was highlighted, IT are working on a fix to integrate the Op. Hampshire ‘App’, used for recording assaults on emergency workers, with Microsoft 365 and force systems. ACO Leicester advised that currently the App does not provide the necessary management information to assist Health and Safety identify trends and mitigate risk.
Decision
It was agreed the Op. Hampshire ‘App’ for recording assaults on emergency workers is not fit for purpose, therefore the force will not be adopting the Op. Hampshire App at present.
Chief Superintendent Quiller provided an overview of the recruitment profile for 2024/2025 for Chief Officers information. The Chair thanked Chief Superintendent Quiller for her update. No actions or decisions.
DCS Holmes provided an overview of the report for Chief Officers to note, requesting approval for a focussed surge approach to short-term posting officers into the FCR to meet periods of high demand.
Decisions
Chief Officers agreed the principle of trialling a short-term surge approach to support the FCRs performance in managing call demand. It was agreed that analysis of this decision will be conducted throughout July 2024 to understand the impact on operational policing.
The Chair requested that all options are considered, including utilising additional officer resource within Citizens in Policing Command, i.e., Special Constabulary to backfill abstractions and minimise the impact on operational response.
PSE Castle provided an overview of the draft financial outturn report for 2023/2024 for Chief Officers to note, approval is sought to the recommendations contained within the report.
Decisions
Chief Officers approved the recommendations contained within the operational report.
New action: 21/24
ACO Leicester to liaise with Mr Castle to prepare a proposal to COMB in four weeks outlining the police staff vacancy factor change, with recommendations to provide an immediate finance stabilisation to achieve the agreed savings plan target.
PSE Castle provided an overview of the capital governance and approval requirements for future projects for Chief Officers to approve the recommendations
Decisions
Chief Officers approved the recommendations proposed within the briefing paper.
It was agreed that the appointment of a senior leader, as the designated SRO, for each new capital project would provide additional governance and control and reduce bureaucracy. The option to utilise a senior leader, would assist their personal development as future leaders, and it was agreed that SRO workshops would be arranged to assist with learning.
