DCS Price presented an overview of Criminal Justice Strategic Partners proposals to Chief Officers highlighting the additional demand impact on Policing in terms of managing offenders.
DCS Price requested advance notification of any pre planned operations that might result in an increase in prisoner remand applications, in order for Op. Early Dawn contingency planning to be arranged.
The Chair thanked DCS Price for her comprehensive briefing and leadership.

ACC Wilson to write to the Chair of the Kent Criminal Justice Board highlighting the need for partners to prepare a plan to respond to the Criminal Justice proposals and highlight the legal position of HMPPS Op. Early Dawn plan.

ACC Wilson to write to CC Rob Nixon as Chair of the NPCC Criminal Justice Coordination Committee, regarding the accumulative pressures on policing in Kent.
DCS Price presented the briefing report to Chief Officers to seek support to address staffing resilience challenges.
Decisions:
Chief Officers agreed the escalation process for steps 1 to 3.
New action 18/24
ACC Wilson to liaise with PSE Humphreys and DCC Ayling regarding the provision of qualified sergeants to manage the resilience in custody in the immediate future. In addition, to commission a review into the longer team Custody Suite provision and resourcing.
DCC Ayling advised that the PEEL Inspection areas for improvement are regularly reviewed, bi-monthly, at the force Improvement and Development Board with satisfactory action progress to date.
Mrs Neiles provided an update on progress of actions to date. The next HMICFRS PEEL Inspection will commence in October/November 2025, with the assessment period taking place in February/March 2026 covering a three-month period, and data period year ending 31 March 2024. The Chair thanked Mrs Neiles for her briefing.
Decisions
The Chair requested that future briefings include a brief summary from DCC Ayling highlighting those areas of concern in terms of risk and progress, taking into account the Divisional Policing Review and any associated impact.
DCO Drysdale advised that Mr Castle’s proposal will see finance reporting in more detail but less frequently. Mr Castle presented the Finance Reporting Schedule to Chief Officers for approval.
Decision
Chief Officers approved the 2024/2025 Reporting Schedule outlined in the report.
ACC Pritchard provided an update to Chief Officers providing the county concept for information. No decisions or actions.
8a. Ask the Chief question - study leave
CC Smith requested Chief Officers feedback on the request to provide three days study leave for those preparing for promotions, similar to the allowance provided to those studying the NIE examination.
Decision
Chief Officers agreed that the granting of study leave should be for a specific purpose and the NIE position to be reviewed by ACC Wilson.

ACC Wilson to review study leave for the NIE and provide a response to Sonya Gransden for CC Smith for to respond to the author of the question.
