In response to action 29/24, PSE Fiona Brown presented on Cyber Security and Technology Demand/Innovation Proposal and highlighted key requests for Chief Officers’ consideration only, no decision is sought at this time. The three key areas of risk identified include dedicated cyber security resources, resourcing to adequately respond to new technology and resourcing constraints in general creating tension between the run and deliver responsibilities.
Chief Officers discussed the insights and issues raised and debated the suggested recommendations. The benefit of employing design architects as opposed to engaging more expensive consultants was acknowledged. The importance of cyber security resilience and of achieving at least the expected minimum standards in this area was also acknowledged. There was agreement that a fundamental review of the IT provisions and a strategy that embraces innovation and opportunity is required.

ACO Medhurst to work with PSE Fiona Brown and PSE Jonathan Castle to redraft and re-present the IT investment proposal incorporating:
DCO Ian Drysdale presented the quarterly Risk Register update noting one closed risk, one reduction in risk score and six new risks. Chief Officers provided a brief update on their newly assigned risks:
PSE Phil Wilson presented the P5 Financial Report for April to August 2024 which had been shared in advance noting key highlights.
DCO Drysdale summarised there are many uncertainties at present, but we should have clarity early next year on the precept and grant and the pay rise review by April 2025. The budget will be discussed further at the Chief Officer Away Day in October with input sought on alternative savings suggestions.
ACO Richard Leicester provided feedback on how useful he found the department budget review meeting in advance of finalising budgets.
