PSE Rebecca Humphreys presented the paper as previously shared ahead of submission for annual reporting and publication. The report details pay differentials relating to gender and how it is aiming to minimise gaps identified in terms of parity. PSE Humphreys noted there are more new female officers joining the force and the nationally set police pay scale lower initial starting salaries impact the overall pay gap and within the PSE ranks, there are greater numbers of females in the lower grades. A focus on supporting development of officers and PSEs through to the middle and higher ranks could help address this.
T/ACC Quiller queried the figures regarding workforce representation, and these will be rechecked to ensure the submission accurately reflects the force position in the published report.
Chief Officers observed very little movement from the previous reporting period and discussed reasons for this and the plans currently in place to progress this. There were no decisions or actions, with progress to be monitored as appropriate through the Diversity and Inclusion Board.
PSE Jonathan Castle presented the paper as previously shared which provided a high-level finance update on Q3. Key areas of anticipated variance and potential impacts on the next financial year were highlighted. In summary, the forecast as at P9 was for an underspend of £1.8m on service expenditure budgets which, when combined with an additional £0.5m of council tax surplus, led to the projected position being one of £2.3m underspend.
T/CC Ayling provided a national policing update following the National Police Chief’s Council in Ryton last week. There were no actions or decisions.
Chief Officers summarised their experiences across the county during the most recent All Out Day which focused on Criminal Justice and Custody. Feedback has been collated and any areas for action will be identified and shared for further discussion. There were no actions or decisions.
PSE Gary Beautridge, PSE Nicola Endacott and PSE Louisa Neiles joined the meeting to present and discuss Strategic Coordination with Chief Officers.
