Action 32/23 - discharged
DCO Drysdale and PSE Beautridge presented the security assessment report to chief officers to note and advised that regular oversight of the assessment updates is presented to the force Security and Integrity Committee and briefed to the deputy chief officer.
Decision:
It was agreed that DCO Drysdale would table exception report updates at future Chief Officers Management Boards for chief officer awareness.
ACO Leicester advised that changes had been made to the report to discharge the action. PSE Humphrey presented the six-month update report to chief officers to note.
Decisions:
It was agreed that Health & Wellbeing Services would increase the meeting time slots for the Investigator Wellbeing Virtual Sessions to give employees 30 minutes preparation and 30 minutes reflection, before returning to working duties, in consultation with line managers.
It was agreed that, if the trend in long term absence increases, chief officers would request a “deep dive” analysis of employee data for further discussion on culture, workload demand and identification of additional interventions.
New action 51/23
All chief officers to review the accuracy of directorate vacancies and prepare a view to inform discussions at the chief officer budget meeting on 1 December 2023 in terms of proposed changes to the force structure.
DCS Price and PSE Harman presented the report to chief officers which outlined the changes to the Victim Code and National Victim Experience Survey for information. Chief officers noted the additional demand on Criminal Justice to ensure compliance. The proposed Athena technical changes were also discussed, along with potential risks relating to implementation in alignment with the wider Athena Consortium. Chief officers also noted the risk of the request to share victim data with an external third party for analysis.
The Chair thanked DCS Price and PSE Harman for their briefing.
Decision:
The Chair agreed to discuss governance and proposed metrics with the Police and Crime Commissioner as Chair of the Kent Criminal Justice Board.
DCS Holmes presented the report to chief officers outlining the 15 draft recommendations following the review conducted by the NPCC.
Decision:
It was agreed that ACC Harman would review the implications of the proposed amendments to the Right Care, Right Person response.

T/ACC Brookes to review the changes for approval and raise any concerns with DCC Ayling.
ACO Leicester and C/Superintendent Quiller presented a further update to chief officers on the replacement IPLDP programme to note and proposed that Kent has declined the early adopter request. It is proposed that the new programme for student constables would be implemented from May 2024.
The Chair thanked CS Quiller and ACO Leicester for their update.

C/Superintendent Quiller to arrange a further update to a future COMB on the PCER curriculum content once further details have been received.
