1. CTPSE quarterly update
ACC Tim Metcalfe and DCS Claire Finlay joined the meeting via Teams and provided a verbal update on counter terrorism in the Southeast region. This item was held in a closed session, and no record was taken.
2. Approval of the record from Tuesday 23 September 2025
The record of the previous meeting was approved.
3. Matters arising/action updates
There were no new actions due at the meeting.
4. Quarterly IT portfolio update
ACO Medhurst provided an update on the revised governance process for IT programme approval which will replace the current DTOB structure and provide each force with enhanced oversight.
PSE Chinavicharana-Mole presented the paper as previously shared and highlighted key points noting the 2026/27 portfolio recommendation was approved by DTOB and will be presented for final decision at SCRB on the 30 October.
PSE Chinavicharana-Mole provided a progress update on the current key projects: Contact Management; Intelligent Automation; Digital Forensics Platform; Windows 11; and Data Transformation. With regards to the Windows 11 roll-out, the force is on target for 65% of devices completed by the end of October and 100% by March 2026.
TecSafe, Data Transformation Project and Property Management System barcode mobile app projects are in exception and an update on these was provided. The three recently delivered projects and the five due for imminent delivery were noted.
The Chair acknowledged the good progress and there were no actions or decisions.
5. HMICFRS Peel Inspection AFIs
PSE Neiles presented the paper as previously shared and highlighted key points for noting. The QSR results were received last week, and the Inspectorate is currently working through these for comprehensive update at the next FIDB.
- AFI5 – further discussions are scheduled with HMICFRS to better understand the QSR results.
- AFI6 – the QSR further supported the closure of this item with 100% compliance.
- AFI8 – further discussions are scheduled with HMICFRS to determine if this item requires further review.
- AFI9 and AFI10 – good progress has been achieved on two enduring AFIs
T/ACC Quiller queried how the force can communicate sustained improvements following the data collection period and PSE Neiles advised there will be opportunities to present additional evidence prior to November.
PSE Beautridge highlighted the excellent assistance from IT in developing an automation solution in response to AFI9, victim needs assessment, which has also attracted interest from other forces.

PSE Louisa Neiles presented the paper as previously shared and highlighted key points. No actions or decisions.
7. SCG part 2 – strategic assessment
PSE Nicola Endacott presented the paper as previously shared and highlighted key points. The proposed recommendations were agreed.
