Main purpose of the role:
Analyse data and research information from a wide variety of sources to deliver both adhoc and standard products to support the work of the Police & Crime Commissioner, including developing and maintaining processes and systems to provide effective oversight, anticipating and meeting future demands for data, ensuring optimum use is made of all data/information, providing expert advice and making recommendations to support strategy development and the assessment of service provision.
Analyse, audit and/or review information from a wide range of data sources, particularly those relating to Kent Police performance, complaint management and services grant funded or commissioned by the PCC. Prepare and deliver briefings, presentations and reports to the PCC and senior managers to influence and inform decision making, the formulation and development of the Police & Crime Plan and to support the PCC in performing their role at local, regional and national level.
Provide high quality analysis and present the results and/or recommendations within given time scales, in the most suitable, useable format. Develop and maintain standard/routine performance products, assessing and revising data collection methods, adapting software and presentation formats as required to provide management information which meets the PCCs requirements.
Manage and deliver a portfolio of products, producing ad hoc packages as required, developing and enhancing their effectiveness and efficiency, attending meetings relevant to areas of work and/or expertise, providing advice, progress reports or updates as necessary, ensuring they are revised to meet the demands of the PCC and continue to provide reliable analysis that supports decision making.
Review and assess the feasibility of requests, identifying the specific requirements of each, negotiating time scales, highlighting existing packages/products which may meet the identified need, assessing any short to mid- term implications, and determining what the final product will look like, in order to address the needs of the user.
Provide expert advice and guidance to the PCC and senior managers in respect of data availability, accessibility and integrity, the use of various analytical techniques and standard products and information, to assist with the selection of information and support effective decision making.
Develop, maintain and revise analytical processes and data collection methods, adapting software and presentation formats as required, in order to continue to provide analysis and research which meets the PCCs requirements.
Attend key meetings/forums and liaise with Kent Police and other Analysts to build and maintain effective working relationships across the broader analytical community to support the sharing of good practice and to promote consistent high quality standards.
Maintain an up to date professional knowledge, revising working practices and disseminating information as appropriate, ensuring that analysis conforms to best practice.

The Performance & Research Analyst will likely to be educated to degree standard or equivalent, or be able to demonstrate experience in a similar role; preferably this will include at least 2 years experience as an Analyst in the police service or similar environment.
They will be an innovative and imaginative individual with a sharp analytical mind. Excellent general communication skills, both written and verbal are essential, as the post holder must be able to collect, analyse and interpret a wide range of data provided in various forms to support conclusions and recommendations and be capable of presenting it in the most useful and appropriate format.
The post holder will be required to rapidly familiarise themselves with analytical and presentational software and databases including Business Objects, MS Office and Athena, and will have the ability to utilise this software to full advantage in order to enhance the analysis of information at any level. Advanced Excel skills are essential.
Excellent presentation and influencing skills are also essential, as the Performance & Research Analyst will be expected to present their findings to the PCC/senior managers and influence both current and future service planning. Previous experience of working within a Police environment and a working knowledge of available data sources would be an advantage.

Management of Police Information (MOPI) (Level 4)
Full compliance with Level 3. Has successfully completed all standard relevant Information Management and Security training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents and has working understanding of appropriate National Retention Schedules. Is able to quality assure own records management processes as well as those of any staff for whom they have supervisory responsibility. Is aware of where to seek further support in relation to Records management within force when necessary. If nominated as an Information Asset Assistant is familiar with the NPCC Information Asset Owners Handbook.
Office Technology (Level 5)
Expert in the use of one or more office software products. Is proficient in the use of these packages to significantly enhance the quality and/or presentation of work required within the role. This is likely to relate to the use of spreadsheet, database or desktop publishing packages and may include the manipulation of reports, moving data between applications, using scanning or optical storage peripherals, etc. to make the best use of information Recognises and makes the best possible use of office systems and/or understands how office systems can be used to improve the way work is undertaken.
