Main purpose of the role:

Conduct proactive and reactive investigations into all forms of child sexual exploitation, prioritising the dismantling of organised criminality and those who pose the greatest risk of harm to children, ensuring the maximum utilisation of technology, combined with overt and covert tactics to target and disrupt this type of crime.

Main responsibilities:

  • Identify and investigate offenders engaged in child sexual exploitation, both online or offline, in order to secure best evidence to obtain appropriate convictions, and safeguard children.
  • Identify and submit intelligence that will provide further lines of investigation to identify organised criminality or other offenders, in order to maximise the opportunity for further management of offenders once convicted.
  • Submit complete and correct case papers compiled observing highest professional standards, within set
    time limits and ensure evidential integrity.
  • Maintain an up to date awareness of current modus operandi, trends, investigative methods, and legislation relevant to investigations of child sexual exploitation.
  • Liaise with internal units and external agencies in order to ensure the greatest assistance is available for identifying, tracing and investigating offenders.
  • Provide advice and support to other investigators engaged in investigations into child sex offenders.

Necessary experience:

This role is designated as a Detective role. The role requires previous practical experience of undertaking investigations following accreditation at PIP level 1 and has a requirement to work towards and achieve successful accreditation to PIP level 2. Once PIP 2 accreditation has been achieved they will be expected to maintain their Detective accreditation and personal continuing professional development by recording evidence of recent experience of conducting crime investigations.

Technical skills:

Crime investigation (level 4)

Able to recognise potential conflicts of interest between solicitors and suspects. Effectively plans and prepares work in order to progress investigatons. Analyses results obtained from interviews etc., in order to identify further offences, offenders and lines of enquiry. Has a comprehensive understanding of identification policies, procedures and their applications. Submits high quality reports and case files within time limits. Has an appreciation of the operating practices of the intelligence unit.

ECYPM (level 4)

Develops appropriate professional relationships with children and young people. Has an awareness and basic knowledge, where appropriate, of the most current legislation. Has the confidence to actively represent the child or young person and his or her rights. Understands the necessity of information sharing within the context of children and young people's wellbeing and safety. Understands the different forms and extent of abuse and their impact on children's development. Able to recognise when a child or young person is in danger or at risk of harm, and take action to protect them. Knows when and how to discuss concerns with parents and carers. Understands the roles of other agencies, local procedures on child protection and variations in use of terminology.

Forensic - Crime scene management (level 3)

Has a working knowledge of the preservation of evidence and practical experience in identifying scene parameters and securing crime scenes. Aware of the method of establishing and clearing a common approach path. Possesses a basic knowledge of the concepts of forensic evidence and the technical aids available within Force. Understands issues relating to scene contamination and can take practical steps to avoid it.

Health and safety (level 3)

Has an awareness of hazardous materials and devices and makes safety a first priority where risk is apparent. Able to request additional support and /or supervisory personnel and any other service which may be required. Aware of the requirements needed to secure and preserve evidence at the scene. Can conduct basic computer searches and can correctly interpret data generated. Can create and amend records, according to role requirement. Knows established rules and protocols. Understands impact of data quality, and is self-monitoring on data quality issues.

Intelligence gathering and analysis (level 4)

Able to analyse basic intelligence submitted and/or make decisions about whether it should be followed up or not. If further research is necessary, be able to carry out that task or delegate to another officer. If required, be able to put together basic information packages for others based on the intelligence gained.

Interviewing - general (level 4)

Has received some training in reliable interviewing techniques and is able to apply these techniques fairly, consistently and to good effect. Identifies the key issues for examination and tests these using open and probing questions. Identifies weaknesses and inconsistencies in the account and seeks clarification. Interviewing - suspects (level 5)

Has successfully completed an advanced interviewers course and is able to effectively demonstrate the skills and abilities learned. Shows an awareness of how personality affects the inter-action of communication between people and has a basic understanding in the psychological analysis of conversation.

Interviewing - witnesses (level 4)

Able to interview vulnerable victims and child witnesses. Considers the best environment in which to interview and consults with outside agencies. Able to effectively conduct video interviews.

Knowledge of legislation and policy (level 4)

Has a thorough understanding of all legislation, policy and procedure relevant to the current role. Able to apply this and offer advice to colleagues as necessary.

Management of police information (MOPI) (level 4)

Full compliance with Level 3. Has successfully completed all standard relevant Information Management and Security training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents and has working understanding of appropriate National Retention Schedules. Is able to quality assure own records management processes as well as those of any staff for whom they have supervisory responsibility. Is aware of where to seek further support in relation to Records management within force when necessary. If nominated as an Information Asset Assistant is familiar with the NPCC Information Asset Owners Handbook.

Proactive crime investigation (level 4)

Effectively plans and prepares work in order to progress a proactive investigation. Aware of the operational objectives and priorities, ensures effective recording of actions and decisions. Has a good understanding of the relevant legislation, policy and procedures appertaining to a proactive investigation .e. R.I.P.A. etc.

Risk management (level 3)

Demonstrates an awareness of personal risk management issues, challenges or difficulties likely to affect the post holder in the execution of their duties. Able to anticipate risks likely to affect their work and knows how to communicate the likelihood and possible impacts of such events to line managers or supervisors.

Search (level 4)

Has a high level of search awareness and handling of exhibits seized. Is able to co-ordinate searches and collate associated items seized and ensure their integrity, security and continuity for any future court case.

Victim support (level 4)

Good working knowledge of victim support techniques both internal and external to the organisation. Able to support victims and other interested parties during an investigation which may lead to a court case. Able to act as an advisor for other staff on support services available.
