Main purpose of the role:
Proactively work to establish meaningful two-way communication with the rural community to understand what matters to them. Work to resolve the issues identified using primary, secondary and tertiary preventative activities and utilising the POP (problem orientated policing) approach. Work closely with partner agencies, stakeholders, government and non-government organisations and provide a point of contact for victims of rural, wildlife, environmental, and heritage crime, contributing directly to force plans and strategies.
develop working relationships with partner agencies and members of the rural community to support and participate in innovative intelligence led pro-active policing operations and initiatives, tackling crime and anti-social behaviour (ASB) across rural communities of Kent and implement sustainable solutions that support localised problems and the Control Strategy. This will include supporting the Integrated Offender Management Unit with focused activity on managed cohort offenders who are causing disproportionate harm to the rural communities.
utilise the crime harm intervention tool to identify high harm drivers, and engagement tools such as My Community Voice (MCV), to understand what matters to the rural community, creating effective problem-solving plans to deliver lasting resolutions, with partners through use of the problem-solving process and existing problem-solving models, such as OSARA and PMP. This will include utilising performance measured against victim satisfaction, harm score, community surveys other data sources, such as crime data and working closely with beat officers, Neighbourhood Task Force, the prevention hub and other internal departments to ensure a comprehensive approach.
provide tactical advice and support to operational managers and police officers in respect of rural, wildlife, heritage and environmental issues in order to support the delivery of the Kent and National Rural Strategy. Support Rural Task Force (RTF) PCs in building and maintaining community relations by providing a service that is responsive to the needs of all members of the rural community by establishing links, supporting victims of crime and ASB and responding to reported incidents which affect the quality of life in order to maintain confidence amongst rural communities, deter criminals, and improve visibility in rural communities. This will include the innovative use of social media as a way of engaging with and updating the rural community on police activities and initiatives.
liaise with individuals and stakeholder groups internal and external to the organisation and actively seek rural community information and intelligence to build a picture of local activity, making accurate and timely submissions of actionable intelligence on criminal activity, anti-social behaviour and vulnerability in support of Control Strategy objectives in order to improve the flow of intelligence to and from the community and maintain public confidence in the police.
establish and maintain community-based contacts, covering a wide range of individuals and groups, in order to adopt a local problem solving approach to community crime and disorder and quality of life related issues.
support ongoing police operations undertaking community-based activities as directed to gather, handle and submit information and intelligence, acting in line with legislation, policies and guidance, to support law enforcement.
engage with the Diversity and Inclusion (D&I) Academy and community liaison officers, seeking advice and guidance from the Academy where appropriate, to support the implementation and compliance of Kent Police D&I Strategy.
undertake any other operational support activities and administrative duties as directed in support of the primary aims and activities of the role, which reflects local needs.
Recruitment Vetting (RV)
The post-holder must be able to work effectively as part of a cohesive team comprising of PCSOs, constables and partners, but also have the confidence to work alone when needed. They must be able to draw on practical experience of working within the community and partnership environments.
The post-holder must be confident and have a responsible, authoritative approach with experience of dealing with conflict resolution, problem solving, displaying initiative, decision making abilities and a high degree of autonomy, flexibility and motivation.
The post-holder will also have a confident approach to engaging with the rural community in order to build productive relationships and provide reassurance through regular contact. Strong interpersonal and communication skills are essential and experience of involvement in public meetings, public speaking or presentations would desirable. Any previous knowledge or experience of rural communities and priorities would also be advantageous.
Basic IT skills are essential with familiarity with or the ability to learn Microsoft products such as Outlook and Word and bespoke force systems such as Athena and Storm. Previous experience of using social media would be an advantage but is not essential as training can be provided where necessary.
Due to the nature of the work the individual must be operationally fit and be capable of walking/standing for long periods of time. The post-holder must have a current driving licence.

Crime investigation (level 3)
Able to identify offences and offenders. Able to conduct street identifications. Completes routine interviews to determine and establish events and identify potential witnesses. Plans and prepares further actions. Has an awareness of other agencies and the assistance they can give in providing information and/or assistance with the investigation. Collates all relevant information into appropriate written form, providing reports of a sufficient clarity and quality to enable the evidence contained to be used to further the investigation. Able to gather or preserve any physical evidence at the scene. Able to investigate basic intelligence/information gained in order to validate it where necessary and/or prepare further work from it.
Drugs (level 3)
Has a basic understanding of the various types of drugs and paraphernalia used to administer and manufacture illegal substances. Has a good understanding of drugs related offences, relevant legislation, the evidence required to support further investigation and an awareness of the support and assistance that other investigative officers and agencies can offer.
ECYPM (level 4)

First aid (level 3)
Can take charge of a situation and render basic life support, if an injury or illness should occur, having satisfactorily completed (BLS) training covering choking, CPR, effective control of bleeding and the recovery position. Demonstrates competence to an approved standard and holds the required certificate. Retention of competence will be subject to basic refresher training and re-assessment every three years.
Forensic - Crime Scene Management (level 3)
Has a working knowledge of the preservation of evidence and practical experience in identifying scene parameters and securing crime scenes. Aware of the method of establishing and clearing a common approach path. Possesses a basic knowledge of the concepts of forensic evidence and the technical aids available within force. Understands issues relating to scene contamination and can take practical steps to avoid it.
Health and safety (level 3)
Has a basic understanding of health and safety issues affecting the current role and working environment. Takes responsibility for personal safety and the safety of others. Aware of hazards and reports problems identified to line manager. Understands and minimises the physical risk of injury through the use of proper manual handling procedures.
Incident/scene management and contl (level 3)
Able to undertake initial examination and assessment of an incident. Able to give clear and precise situation reports. Sets up effective communication and control points. Has an awareness of hazardous materials and devices and makes safety a first priority where risk is apparent. Able to request additional support and/or supervisory personnel and any other service which may be required. Aware of the requirements needed to secure and preserve evidence at the scene. Aware of Gold-Silver command arrangements.
Information management and technology (level 3)
Knows the range of police information systems available locally to support daily activities, and understands their uses. Can use police information systems to perform routine tasks. May be able to create simple records, and amends data to add information, within requirements of role. Understands data quality issues.
Intelligence gathering and analysis (level 3)
Able to gain intelligence from various sources and is aware of how to give that information to the relevant department and in what format it is required. Able to liaise with intelligence personnel if necessary to gain advice as to the gathering and analysis of information.
Interviewing - general (level 3)
Demonstrates the ability to conduct effective routine interviews for a variety of purposes. Prepares and plans carefully and is clear about the purpose of the interview. Asks relevant questions and is able to obtain the required information. Regularly reviews personal interview performance. Adapts style to suit the needs of the interview.

Management of Police Information (MOPI) (level 4)
Full compliance with level 3. Has successfully completed all standard relevant information management and security training package(s). Accurate use of Government Security Classification (GSC). Ensures physical and digital records are stored with appropriate security relevant to the sensitivity of the documents and has working understanding of appropriate national retention schedules. Is able to quality assure own records management processes as well as those of any staff for whom they have supervisory responsibility. Is aware of where to seek further support in relation to records management within force when necessary. If nominated as an Information Asset Assistant is familiar with the NPCC Information Asset Owners Handbook.
Preventing violent extremism (level 4)
Engaged with prevent activities both in force and with partner organisations. Demonstrates an understanding of the prevent objectives and relevant policies and procedures. Recognises potential prevent implications and issues, and highlights them as appropriate.
Risk management (level 3)
Demonstrates an awareness of personal risk management issues, challenges or difficulties likely to affect the post-holder in the execution of their duties. Able to anticipate risks likely to affect their work and knows how to communicate the likelihood and possible impacts of such events to line managers or supervisors.
Staff safety (level 3)
Has been trained in the skills and demonstrates the ability to apply elements of the staff safety programme. These are: communication skills and unarmed skills. Currently authorised to use these techniques, having received initial or refresher training within the last 12 months. Able to apply these techniques in practical situations minimising the risk of injury to themselves and ensuring their own safety and the safety of colleagues and members of the public.
Victim support (level 4)
Good working knowledge of victim support techniques both internal and external to the organisation. Able to support victims and other interested parties during an investigation which may lead to a court case. Able to act as an advisor for other staff on support services available.
Vulnerable victims (level 3)
Has a working knowledge of the responsibilities of the police in respect of child protection, domestic violence and other vulnerable victims and persons in custody. Is aware of the basic person at risk procedure and knows how to begin the process. Is aware of the need for all vulnerable victims to be dealt with in a thoughtful and understanding manner and demonstrates the skill of being able to talk to people in distress. Has a working knowledge of law and procedure.
