Dispersals orders are being used in Margate and Broadstairs which will instruct offenders to leave the towns or risk arrest.
Three cars were seized by officers and 11 people reported for offences during the evening of Friday 6 June.
The fire was reported to have taken place on Monday 12 May.
Safety concerns about e-scooters used in public places had been reported to police by residents.
