  • Our priorities
  • Priority:

    Action taken:

  • Priority:

    Antisocial behaviour - general.

    Issued 15 April 2026

    Action taken:

With warmer weather and increased use of public open spaces, officers have seen a rise in reports of antisocial behaviour in and around local lake areas.

Officers are working closely with the Estate Management Team at Holborough Lakes and other partner agencies to address concerns and reduce the impact on the community. High-visibility and plain-clothed patrols are being carried out to deter offending, identify those responsible and provide reassurance to residents and visitors.

Where appropriate, officers will engage with individuals and take enforcement action if offences are identified. This may include Community Protection Warnings and Community Protection Notices, which are formal measures used to address behaviour that is having a negative impact on the local community.

Partnership working remains key to tackling repeat issues and helping to ensure that public open spaces remain safe and enjoyable for everyone.

  • Priority:

    Road safety.

    Issued 15 April 2026

    Action taken:

Antisocial driving and vehicle racing on the A228 remains a concern for local residents. While reports have reduced recently, officers continue to monitor the area and respond to concerns.

Targeted patrols are being carried out to deter offending, improve road safety and provide reassurance to the community. During recent enforcement activity, several vehicles were stopped and drivers spoken to, with a number of warnings issued.

Where appropriate, officers can issue a Section 59 warning. This is a formal warning that can be given when a vehicle is being used in a way that causes alarm, distress or annoyance to members of the public. If the behaviour continues, the vehicle can be seized.

Officers will continue to carry out patrols at key times and locations, working to reduce antisocial behaviour, improve driver behaviour and keep local roads safe for all road users.

  • Priority:

    Catapults.

    Issued 15 April 2026

    Action taken:

With warmer weather, officers have seen an increase in reports of antisocial behaviour at Holborough Lakes, particularly involving people entering the water in areas not intended for swimming.

To help improve safety and reduce nuisance behaviour, a Public Spaces Protection Order (PSPO) is now in place. A PSPO is a legal measure that allows restrictions to be introduced in specific areas to address behaviour that is having a negative impact on the community. Swimming in the lakes is now prohibited under these restrictions, and those identified may face enforcement action, including fines.

Officers also continue to respond to reports involving the misuse of catapults. Where individuals are identified, officers will take appropriate action, which may include speaking with those involved, seizing catapults where necessary and providing advice to parents or guardians.

High-visibility patrols and partnership working remain key to tackling antisocial behaviour, improving public safety and helping to keep Holborough Lakes a safe and enjoyable place for everyone.
