North Kent Programme Publication Strategy

4. Areas of interest

It is proposed that the following areas of business are marked for proactive publication, giving due consideration to any appropriate exemptions, should the need arise:

  • decision making/policy document
  • details of Office of the Police and Crime Commissioner (OPCC), Home Office (HO), Cabinet Office, and Treasury involvement
  • North Kent Programme Board agenda and meeting minutes
  • milestones, business plan

  • costs (including estimates)
  • itemised legal bills
  • costs of any remedial actions (including estimates)
  • costs and details of any repair or maintenance work carried out at North Kent Police Station since 2020

Governance reports and products
  • details/copies of any reports into the state of North Kent Police Station including:
    • environmental studies
    • site capacity (in terms of custody or the Ops Yard in particular)
    • health and safety assessments
    • consultation
  • copies of the contract between Kent Police and the site’s PFI partner agency

Correspondence
  • any internal correspondence pertinent to planning, execution, and resolution
  • any and all correspondence with any other public body pertinent to planning, execution, and resolution, where relevant, including the Home Office (HO) and Infrastructure and Projects Authority (IPA)

Note 1:

At this stage it is not possible to set a precise date for publication as:

a) the business case and associated negotiations have yet to be completed.

b) any reports will have to progress through a complex series of governance and approval arrangements (given the roles and locus of Chief Constable, Police and Crime Commissioner, Home Office, Cabinet Office and Treasury).

c) there is the potential for formal employee/employment consultation in the event of:

i) migrating soft FM (and possibly other) services in-house and/or to other third parties and

ii) termination

Planned publication is scheduled on or before the first quarter of 2025.
