Detectives are looking into reports that a mobile phone was held over the cubicles in public toilets.
The newborn child, who was named 'Baby April' by investigators, was found dead at Singleton Lake on 3 April 1995.
The arson and criminal damage were reported to have taken place in Wye on Sunday 9 March.
Kent Police was called at 7.51pm on Wednesday 26 March following a report of an assault in the Bank Street area.
A blue Audi failed to stop for police when requested to do so near Great Chart.
